Mbarara: American Procurement Company (AMPROC) closed for being a naughty defaulter

Mbarara district local council has closed its contract with the management of American Procurement Company AMPROC of Ambassador Robert Mwesigwa Rukaari fort breach of contract and continuing to pay bouncing cheques. It is alleged that for more than eighteen months AMPROC was served with demand notice and never responded and for more than eighteen months has defaulted on payment of ground rent, thirdly had put up developments which were not approved by the lessor that is Mbarara district local government. The meeting that was chaired by Mbarara district Speaker Baramu Ndyaguma made the pronouncement after a peaceful demonstration that took the whole district council to inspect the premises that were contracted by AMPROC in the former UNICEF grounds in Kakyeka Kamukuzi division Mbarara municipality Mbarara district on February 27, 2018. Under the guidance of the Senior Lands Management Officer Ms Godlive Nayebare said Ambassador Robert Rukaari the managing director of AMPROC was engaged on mutual arrangement for payment purposes but he never honored the request. Basing on these reasons the council recommended to seek court order and the AMPROC closes and the premises be subleased and be entered by another person who will comply to terms and conditions set by the district council. After the closure of services of AMPROC all fixtures which were constructed without approval of Mbarara district council shall belong to the lessor and at the same time he will be compelled to pay for the equipment misused or destroyed such as containers. The council further recommended that all payments to the district local government be direct banking on district bank account, or use EFT,RTG or bank draft but should no more accept for many including AMPROC have issued cheques remain dishonored by banks. The Secretary for Finance Mr. Bazil Bataringaya who presented the proposal to stop paying in cheques by the service providers. The District Chairperson Mbarara Capt JB Bamuturaki Tumusiime informed the district council that though was not present during the inspection as a commander was monitoring the situation and that was happy with what they have done and the AMPROC Managing director has got the message because he knows the character of the person.
